what do i need, costs, and any restrictions/such to what i can chip besides obd1 only..?

i dont know much about chipping obd1...i read mostly about obd0...i did a report on it for my only EET class last semester. heres some stuff, copied and pasted.

This is a very inexpensive EPROM/EEPROM Programmer, made by Batronix. It is called the Batronix Eprommer 3.3, and is available at http://www.batronix.com for $62.95 assembled. It is also available in a kit ready to be assembled for $34.95. This is a nice starting point for programming EPROM/EEPROM chips, good for the standard person or small business.

Shown here is the first version of the software, GhettoDyne. The code was written in Microsoft Visual Basic. It is very user friendly, but only can be used for PM6 and PM7 ECU EPROM chips.
In the “Ignition” tab, the ignition timing can be adjusted. The table displays RPM (Revolutions Per Minute) increments and “In Hg” (Inches of Mercury). It starts with 26 In Hg since, 26 Inches of Mercury is normal atmospheric pressure. The numbers inside the colored table represent when the spark is fired in degrees BTDC (Below Top Dead Center).
In the “Fuel Pulse” tab, you can adjust the fuel injectors. It uses the same variables as the ignition table, Inches of Mercury and RPM. The number entered in the fuel table is how long the injectors stay open in milliseconds (ms). The longer the injectors stay open the more fuel the engine will be fed.
The “Rev Limit” tab is very simple. It has two values that need to be entered. The cold rev limit and the warm rev limit. The cold rev limit is when the motor is below 180 degrees Fahrenheit and the warm rev limit is when the motor is above 180 degrees Fahrenheit. The rev limiter is really a fuel cutoff. Say it is set for 7100 RMP’s, there will be no fuel dispensed after 7100 RMP’s. It is strongly suggested that this is only changed when the valve train can handle this high of a rotating speed. If the rev limiter is set too high or removed there could be engine damage done if the motor gets revved to high, it will keep going, until something flexes and breaks because of extreme heat.

there is also a forum i used to visit to read up on this stuff. they had all sorts of different stuff. including obd1 info. i dont remember the link since i reformatted my pc....but hopfully someone else will know it.
