Default my distributor moves

why would my distributor move when I try to start my car and the bolts won't go any tighter and it moves like its still loose and my car won't stat

You have somehow inserted the distributor tangs 180' out and this causes the distributor housing to move within the cam cap distributor hole. Stop attempting to turn over the engine, remove the distributor, rotate the tangs 180' and re-insert them into the end of the camshaft. When the tangs are properly aligned into the camshaft detents... the distributor housing will not be forced to experience side loading in the opening. If the car currently runs, you will have to rearrange the spark plug wires because your firing order will be altered. If it doesn't run, changing the distributor phasing may fix the car.

I second what jrcivic1 said. The link to the camshaft is slightly offset and can only go on one way. Pull the distributor out, rotate the rotor 180 degrees and put the distributor back on.
