Default Mufflers in CA need CARB #?

I always thought you did, especially if you get pulled over... you need to prove the exhaust is 50-state legal?
I emailed Magnaflow about any CARB paperwork for their mufflers, and here is their response:
"There is no need for a CARB number because the muffler is located after the converter. You only need a CARB number for things located before the converter. Thank you for choosing Magnaflow. "
If that's true, can I just tell that to the guy who pulled me over?

As long as it is from the catalytic converter back it does not effect your smog.

Just flow and sound.

Don't go pissing off the cop. If he gives you a ticket fight that in court.....use the term fight loosely as it won't matter.
