Default motor rebuild

I spun a bearing in my 95 gsr so the rebuild begins! I would like to do the build for turbo but I have a few questions first. I plain on getting je piston, eagle rods, je intake manifold, type r cams, block guard, acl bearings,arp head studs, arp rod bolts. When I get the motor rebuild and put together would it be safe to drive on the motor with out the turbo and with out a tune until I get the money to tune it? Then I really don't want to get the block sleeved would a block guard be alright to use if a machine shop installs it correctly? I have heard some good and bad things about them. Once I get a turbo kit put together and get it tuned I was thanking about getting hondata I should be able to reach at least 300 hp reliable right?
