Default Modified exaust ticket question

i just recently recieved a ticket from the highway metermaids (CHP) and was curious if there was any other way to lower my emmisions and sound with out adding a second cat. i was wondering if adding some metal screens in between the cat and my exaust would change anything? or is their anyother way? btw i have an apexi N1 on my ITR. for the full story search TypeRPaul in the ITR form

if you have a cat, then they cant get you for smog issues. anything after the cat has no effect on pollution.

double resonators work well too.. it will cut down the sound but will not help with emissions.

Also, now when you get an exhaust ticket you can get your car tested, and if it passes the dB limit you'll get a certificate that you just show the next time you get pulled over. And they can't do nothin!

so i have heard, is there anythin, like a silancer i can fab up that is inserted in after the cat, but not at the tip, so they wont know it is removable? so after i get the certificate i can just drop it and pull it out? sounds like it would work to me, but what do you guys think?
