Default MAP Sensor V-AFC Problem, Please Help!

I've been having this MAP problem ever since I installed the V-AFC in my wife's 95 Civic EX with a N/A built motor, the code is 03 which is MAP sensor high voltage, I've done everything that I know of to get it to stop with no luck, I have come to think it might be the V-AFC, first off I have 5 volts on the red wire and ground of the MAP sensor harness, I have 5 volts between the red and green wire, but I only have 0.034 volts between the green wire (ground) and the white wire of the MAP sensor, this is the wire that is used as the input and output for the V-AFC, I do have the sensor settings on the V-AFC set at 6 in and 6 out, could that be my problem or is it something else, any help on this would be great, and thanks.
