Bolt and Inner bolt??? If you are refering to the 19mm bolt that holds the crank pulley on, yup they are all the same...

If you look at a crank pulley you'll notice that the area around the hole for the 19mm bolt is actually an 8 point socket size. This is designed so that you can use a special snap on tool to hold the crank pulley while in the center of the tool head, there is a hole where you can then slide a 19mm socket on the bolt and wrench it off.
