ls/vtec problem????

ls/vtec problem????

vtec is not engaging. I dont know if it is the oil pump(using non-vtec oil pump), water pump, or the selenoid or what. Does anyone know what could be wrong??

It is in a dc2 integra. Chipped P28. B16a head b18b block .
