Default Legality of Headlights

I was wondering, since there are all these Headlight swaps, and from the most mismatched of cars, what's the specs that have to be on headlights?
I actually asked a cop, telling him my headlight cracked and new ones were 300 bucks. So could I put driving lights from PIAA in their stead?
I was wondering if he knew what the range was that they have to illuminate? if you have to have Hi/Low beams? He just got disgusted and said, "Let me see them." Course they were at the house. So he just said I had to get the same replacements. And then walked away from me, disgusted.

This all came from the idea to put small PIAA driving lights where the OEM one were, to have a vent all the time. And for running an intercooler pipe, but you know.

If anyone has any info......

I have no idea what you're talking about, but whatever it is, it sounds as if the cop is right.

if I want to take out my headlights and put different ones in, what do the new headlights have to do to be legal.

Once meet a guy who replaced all 4 headlights (3rd gen Integra) with piaa fog lights, He told me he was getting pulled over left and right for them, even though they are dot legal.
