Default KATMAN? obd2 static ignition timing question

is it true that adv/ret. the distributor with obd2 does very little in terms of actually changing the base timing? I am now hearing that the ecu correct to stock timing (or thereabouts) when you go outside stock parameters, which for my motor was 12 +/- 2 btdc.

Katman is strictly 92-95...haha. I dont have an exact answer to your question. But I do know that my timing was at 10 btdc until I got a hold of a timing gun and advanced it to 17.
*Edit* 2000 motor.
