Default JDM SRS Steering Wheel

I bolted up a 1994 JDM SRS prelude steering wheel the other day.
my question is this:
i havent energized the srs circuit yet, because i noticed the red and white wires are reversed on the bag clip. the USDM wires seem to be flipped 180* from the JDM wires. granted there are only 2 wires headed to the bag, but did honda flip the wires to prevent importing SRS components?
i just dont want my cool JDM wheel to lose the matching black leather bag if it deploys upon ignition.

maybe it was reversed because of the opposite sides of the driver side's in japan and the us.
