Default jdm d15b

i just swapped in a d15b and it had a cut harness....i have a 95 civic dx motor went in fine...now i need to know there is a single green wire coming off the vtec solenoid what is this for? and where does it go? i have a p28 ecu

also my car wont start it turns over the plugs are in the right order but it wont go?

when i checked the plugs the were soaked in gas....can my injectors be stuck open....and that is causing the motor to flood out before it gets a chance to fire....

thanks for hte help
