Icon2 intermittent fuel cutoff on freeway. ideas?

Okay so here are the problems that I’m having.
First I have this intermittent problem while driving on the freeway. Sometimes when I’m cruising on the freeway, between 70-85 mph my car feels like it hiccups as if I let go of the gas and then step on it again, but it only does it for a second and then catches on again. Sometimes it will do this 4 or 5 times in a row within about 20 seconds and then go back to normal.
Other times, when I’m accelerating, ill drop it into 4th gear, ill hit about 6500 and then the fuel will cut off, almost like what you see in the video. I can still step on the gas but the rpms still continue to fall slowly and the car starts to slow down. If I let it get back down to about 4500, it will pick up again if I release the gas and then step on it again. This usually only happens in 4th and 5th gear and only one time in 3rd gear. Sometimes this would happen after I hit vtec.
Lately, like what you see in the video, I drop it into 4th gear and accelerate and it cuts off around 5k and just drops down slowly. It sounds like im not getting any fuel to the motor and it almost sounds as if im idling on the freeway.
At the same time, my speedometer is going crazy all the time. Usually it just goes between 60 and 100 whenever it feels like, especially if I release the gas and press on it again. Sometimes it’ll go crazy in the morning and will jump around when I’m at a standstill. In the video though, right before that, it was completely dead for about 50 miles until it randomly started working again and then it started jumping around like crazy.
I’ve searched and searched but most people who seem to have the same problem don’t ever post up if they ever fixed their problem. I’ve already taken it to three shops. one shop couldn’t find the problem but guessed it was the coil. I took it to another shop and they couldn’t find anything wrong either since nobody could duplicate the problem. I had to take the shop owner in the car with me and show him what the problem was. He thought it might be the ECU or the vtec. So he unplugged my vtec but it was still doing the same thing. So he sent me to a third shop. The third shop slapped a new distributor on my car and told me to take a drive. I took a drive and everything was fine, so he told me it was probably the igniter.
So I went home, and without purchasing anything yet, the car drove fine for about two weeks, even when I tried to make the cutoff happen, it wouldn’t. Then when it started doing it again, that’s when I went out and changed the coil and the igniter. I still seem to have the same problems though.
The problems usually don’t start until I’ve been driving at least 30 minutes. Driving around on regular streets doesn’t really give any problems except when I slow down to stop, the idle dips down really low like it wants to stall and gets worse when I turn the steering wheel. The car has never actually stalled out though.
This is my daily driver that gets about 150 miles a day so it kinda sucks.
So this is what I have
2000 civic si with a b18c with a P73
I use 91 gas
No check engine lights ever except when my speedometer was completely dead for 50 miles.
I’ve already replaced the cap, rotor, plugs, coil, igniter
Plug wires looked okay, but I did put 36k miles on it last year.
Oil level is fine
I cleaned out the IACV and that didn’t help
It idles fine with no fluctuations at all, but when I try to rev it and keep it above 2k, the it will fluctuate by about 300 rpms.
I checked the voltage on the TPS and it seems to be okay, unless its an intermittent problem.
Clutch was changed about 20k miles ago
Alternator checked out okay at autosome when my battery was dying a while ago, but when I checked it at home, under load, it stays around 11.3, so I don’t know if that’s normal. But that could be another one of my problems I have to deal with.
The grounds seem to be okay, I cleaned the contact points. i don’t think I see any wires that are exposed anywhere.
Would the vss be able to cause these problems or do I just have an *** load of problems with the car? Anyway, any suggestions what I could do to fix this problem or at least how to test things so I don’t have to just throw money at it.

When was the last time fuel filter was changed?

Have you checked the ground(s) on the thermostat housing? 94
