Default Integra eating gas?

First, a little background information. I'm not a complete newbie about cars, but I don't know 100%, But I can put two and two together. In the past I've had a Ford F-100 with a Mustang engine. I've also had a completely stock Jeep Saharah. Both were fun for a bit but I was looking for a smaller car. I'm ever so tired of trucks.
A few days ago I purchased myself a super clean 1994 Acura Integra GSR with a B16 motor.

I know the engine is not the original engine. I also know that the car (not the current engine) was turboed in the past. There is a new fuel pump and new fuel lines in the car. The engine itself is completely stock. The car does not have an Intake currently (I have one ordered already, but if you can suggest one imput is welcome)

Now on to my problem.

Driving only about...(ballpark) 15 miles, I've used just under half a tank of gas. You don't have to be a rocket sientist to figure out something is wrong here.

When turned off, there are no smells of gas. No leaks, no puddling. The car is running very rich. From idle to 2,000 RPM's the smell of gas is very faint, but you can tell it's there. From about 3,000 RPM's to I'd say somewhere around 5,000 RPM's the smell is pretty strong. From about 5,000+ the smell deminishes but it's still there.

I've already asked around and I get pretty much the same answer. I have to get the car tuned (I'm not arguing with that, it's a good idea either way.) What I don't know is what I will need. Some say that I can just adjust the carb to lessen the gas intake. Some say that I should get the ECM reprogrammed, Some say that I need an AFC (Air Fuel Controller.)

Any advice, comments, or helpful hints are welcomed.

P.S. While driving I try not to rev more then 2,500 unless I'm on the highway. Also, I am on a bit of a tight budget, but with the way this thing is eating gas I will be spending way more in about a month than it would take to just get it fixed.

Check the fuel lines for leaks and tuning is not needed if the motor is stock even bolt ons don't need tuning. You mention a new pump and the car being turbo in the pass, I am assuming the pump would be a high flow pump and since your motor is runing open throttle body or just a filter and not tube, the engine will guzzle gas like no tomorrow. Well, to verify rich condition is to check the plugs and under acceleration a good amount of white smoke coming out will signify rich condition.

I would agree that it must be a leak. If not, a faulty fuel sender gauge. Keep in mind when looking, fuel evaporates fairly quickly, expecially if it's leaking out in the hot engine bay (be careful). I'm pretty sure a stock motor could not consume that much fuel and keep running. If it was trying to, the plugs would be covered in soot. Does it run smoothly?
BTW, I would find an air filter quickly before test driving much further.

how does your car idle? you said that the car had a turbo, what does the injectors look like? you might have a leaky injector or injectors from the turbo that was left on.
