this might sound like a dumb question, but i just want to make sure i get it right... i'm installing a rear lower tie bar, does it make a difference if the car is jacked up or not. i usually just drive up on ramps that i have when i need to get under my car.

you have to take the bolts out that connect the lower control arms to the subframe -- that's what the lower tie bar reinforces. The car normally SITS on the lower control arms and is supported by those bolts. So yes, you have to have the entire rear suspension off the ground. Jack up the car from the rear tow hook, and put some 2-ton or better jackstands under the supports (the location is mentioned in your honda manual). Don't do it any other way.
