Inspecting a cable tranny

I'm looking to purchase a cable tranny soon. Just wondering, if I put it in neutral...the mainshaft should spin correct? The seller told me it wouldn't.

you should be able to spin the input shaft, even when in gear; it'll just be a little harder

yea it won't spin at all...regardless what it's in. busted tranny?
