plugged fuel filter
bad fuel pump (not enough pressure)
bad p.r. valve
power to injectors
ground
speed/sync. sensor (doubtful, but...)
bad ecu (again, doubtfull....)
clueless tune

If you just key on, you should read 12v at the injectors. Do you? Have you varified fuel pressure at the rail? Start diagnosing from there. There's no magic, just eliminate variables one by one.

If there is no power at the injectors, [wire that is the same color on all injectors, red/black] pull and test the PGM-FI Main Relay test for power, 12V+ on the two yellow/black leads when ign. switch is turned on, one yellow/black should test as 12V+ for a few sec. when ign. turned on, [fuel pump relay] the other should test as 12V+ as long as ign. switch is in run or start, [injector relay].

If no power at the injectors but there is power at the yellow/black injector relay, find and check the "Fuel Injector Resistor" pack, sorry not sure where that is on a G2.
The above assumes you have a 91 Integra. 94

easy way to check injectors get a screwdriver and put the metal part on each injector and put ur ear on the handle u will hear a clicking sound. if not then u have a bad injector or no supply voltage to the injector. but it does sound like a main relay problems
