Default Ignition Switch Problem? 99 accord

First of all, i followed the posting here: https://honda-tech.com/forums/honda-accord-1990-2002-2/1998-2002-honda-accord-ignition-switch-replacement-2353017/

When my key was set to accessory and start, terminals 1 and 2 was showing a 1, so im guessing it didnt have continuity. Would this explain why ive been seeing some smoke come above my steering wheel. Also, it would stop while i drive at any speed, but mostly when im going slowly. Everything, including electrical, would turn off. The RPM would go from 3k down to 1k sometimes.


Also, they said that the ignition switch has already been replaced in 2002 during the recall. My car is a 6 cyl 1999 honda accord with 289,000 miles.
