Default Idling Issue H22

So, I did quite a bit of research before making this thread about surging idle. I recently replaced my top dead center senor on my 98 prelude and shortly after I had a surging problem once the car warms up. The car drives perfectly until it warms up then all of the sudden the idle surges. I cleaned the throttle body, IAVC, and FITV, the problem still exist. So today I let the car warm up for about 10-15 min and the car idles perfectly and wouldn't surge. I got in the car and stepped on the brakes and it started to surge. I took off the intake hose to the throttle body and covered the top hole and the surging went away. I then put my finger over the bottom hole and there was still suction.

So knowing that plugging the top hole stops the surging, does that mean it the IAVC or somehow related to the brake booster.
Secondly since there was still suction from the bottom hole, does that mean the FITV is bad as well?
