Default idle too damn high...

I have checked for leaks in between the t/b and the manifold, the manifold and the head. I have adjusted the TPS, Cleaned the IACV, replaced all of my vacuum lines and changed the PCV valve. I adjusted the throttle return stopper, loosened the throttle cable.

Why the hell is my idle at 1100rpm?

stock gs-r motor with a stock manifold, 9.5 flywheel and stock p72. All OBD1.

Please help me

flywheel
What do you mean?

Do you have an idle adjustment screw on top of the throttle body?

Does it go down when you unplug the IACV? The flywheel will cause higher idle.

How is your water temperature? I have had a bad thermostat that caused the motor to run cold - the Temp Sensor told the ECU it was cold and the Idle Mxiture was enriched and made it idle fast...even after driving ti for 30 minutes (sometimes as high as 200 RPM). I put a new thermostat in it at it immediately came back to normal.
