Default Idle Surge?

First off my car's a 98 civic HX w/ a 00' d16y8 swap into it...Here's my problem:

I had a bad oil leak out of the main crank seal and im lazy so i took my car to honda (dad's paying for bday present)...anywyas they got the car mechanically back together...but they called me and told me that the engine surges when they start it up...

Can anybody think of anything that would cause that to happen?

Check the TPS sensor and the set screw, the fast idle thermo valve (although if at a dealer, they wont dissamble it to do the easy fix, its policy to replace the whole thing at the dealer on that part), and ALL vaccum lines running to the intake manifold. Humans make mistakes, this includes mechanics working at a dealership. Chances are if it wasn't doind it before, its something more along the lines of a vaccum line in the wrong place or not hooked up at all.
