IACV won't work correctly.

Well I purchased my crv with all the coolant lines plugged, the one coming off the head/upper radiator hose and the water neck nipple..
The inlets and outlets of the IACV were just open, no hoses. and so was the FITV, it was open as well.. I hooked up everything correctly and all lines are hot after the motor warms up so I know the coolant is reaching the FITV and the IACV. I even cleaned out the IACV really well before I connected the coolant hoses.
I've gone into my hondata s300 and I can't control the IACV at all! I'm familiar with the program and I've tuned multiple cars so the software isn't at fault. But when I unplug the IACV it throws a code (like it's supposed to) but doesn't change the idle or anything. Where should I start?

No surging idle, when i bought the vehicle he had the car idle at around 1,200-1,300 VIA throttle body screw. I turned it down where it idles at around 1,000. then when the a/c kicks on it idles around 800-900. But sometimes the car dies when I throw it into neutral going to a stop because the rpm's dip down so much.
I just want to IACV to work so the rpm's are smoother and don't drop so fast between shifts.
