this issue can be the cause of a dirty FITV, vacuum leak or a bad Fuel pressure regulator, had the same problem, turned out to be my fpr

i have already replaced and cleaned the iacv, did the popcan trick on the fitv.
Still having the same prob?

Also vac reads 22 on the gauge so i'm good on vac leaks

try checking the FPR, unplug the vacum on the fpr and let the fpr side open and the side on the intake plugged and see how it idles

The FITV aka the Fast Idle thermal valve is used to adjust air into the intake when the engine coolant temp is blow a certain temperature. (Cold Weather Start) The FITV opens causing the engine to idle at a higher RPM, in turn it enables the engine to reach operating temperatures faster. As the coolant gets warmer the FIT valve closes and the IACV is in sole controls of idle adjustments.
