If you pull out the starter, can you turn the flywheel (by the crank pulley which is easier)?

well i pulled the motor out today after work with a friend....and what we found was that their was a huge washer that goes in between the motor and the flywheel....but that piece doesn't go there...the old tranny on this motor was a auto and i now it's a 5spd....but all is good now it's cranks over ....bit i have some bugs to strigthen out...thanks for looking at my thread...
