Might be welded on. In that case, you will have to break through the weld. Dremel works well. mine werent welded but i dd use a small sledgehammer (15lb) for persuasion.
If you need the brake line braket for the Tiens then I hope you are replacing the stock struts or at least have them laying around in your garage.
If the struts you are replacing have welded brakets, don't bother they are not the correct ones. You have to use the oem brakets. OEM brakets can be tapped off of the oem strut with a hammer and tapped onto the Tiens, Koni's, etc.
What car are you installing on?

With a hammer and a large, flat blade screw driver in the case of my Civic. Its just press fit on there.

Good luck, let us know how it turns out...
**maybe try some PB Blaster, it could help free up the brakets??**

All you really need is a securely mounted table clamp and a 5lb sledgehammer. Put the shock in, rest the collar on the clamp, and smote it through. Takes 20 seconds.
Edit: Hehe. That "b.e.a.t" = "smote" thing in effect.

I'm having the same problem right now. Came in to check if anyone else had the same problem. Well, back outside I go to bang some more with the hammer and this time with a chissel helping. Mine looks to be welded, but I hope I am wrong.
