Coolant passes over the back of the IAC valve to heat it. This helps a smoother idle in cold weather.
The previous owner may of disconnected the coolant hoses to help reduce the air intake temperature. It is a common modification to Hondas.

ohhhhhhh really eh coo thanks last questions ok so now i know how the hose connects in it... but wat about the other size where there r two holes one has a filter how do they work
The IAC uses a bi-directional stepper motor (hence the 3 control pins) to control the amount of air passing through those two holes.
The filtered hole of the IAC is the Inlet. (Fed from the side elliptical hole in the throttle body via a cavity in the inlet manifold)
The other hole of the IAC is the Outlet. (Feeds to plenum chamber)
