Default Honda Idle Issues

I have a 1993 Honda Accord that I have had on going idle issues with. When the car is above half a tank the idle will surge to about 3000 rpm's. It will regulate once hit the gas and idle around 1000. Once it hits half a tank and lower acts like running out of gas; it dies when stops. It doesn't want to idle at all below half tank. Once at quarter tank runs out of gas even though still has gas in it. I have replaced fuel pump, iacv, pcv, fuel relay, and everything surrounding my throttle body and fuel injection has been diligently cleaned. I have also used fuel injection cleaner in gas. It has new spark plugs and wires among many other parts not related to fuel issue. I am to the point Im ready to sale because I have been dealing with this for 6 months. Please help, I really do love my Honda. I was curious if it could possibly be the gas gauge located in the gas tank or on the pump (not sure of exact location either). She does have a miss; sounds like shes fluttering like she isn't getting enough gas.

Possibly a tank vent. How hard is it to fill the tank itself? Also I wonder if the tank has been de-laminated
