high idle...HELP!!!

high idle...HELP!!!
well i sprayed carb cleaner around my TB and the car idles the same...no raise at all...so i know now that there is no leaks there...i bleed my coolant system...the car is still idling at 1500-2500...no surging...just high idle...where it idles veries alot....if i unplug the TPS when idling at 2500 and plug it back in...it idles at 1500...until you shut off the car and restart...then its back to 2500...if i plug in my buddies P28 and jumper harness...the car idles at 700....whats up with this?

I have the same problem! I have a JDM b18c in my EK.
If I turn the idle screw ALL the way down it idles at about 1100, and cold starts at 1700.
But it the idle screw is set normal it ildes at lik e2000 and warms at 2600
