Default HIGH IDLE

my d16 is throwing code number 7 witch is tps. it idles at 3,000 rpm and wont change. i changed the tps and still no change...been havin this problem for a while and im startin to scratch my head now...any help is appreciated.

Check the voltage of the TPS signal wire at the ECU with the engine off and the key in the ON position.

No, the signal wire should show about .45v or so. The reference voltage wire should show 5v. Clear the ECU codes by disconnecting the battery negative for a moment and see if the CEL comes back. If you checked the TPS signal wire at the ECU connector, it is in the correct voltage range and you are still getting a TPS CEL then either that pin on the ECU is not connecting properly or the ECU is bad.
