Default hestitating H22

I have an H22A that hestitates sometimes when I accelerate. I changed out the spark plugs and wires correctly and the hesitation still hasn't stopped. I put a fuel pressure gauge and measured the pressure at 28psi. Sometimes it would be under 28psi. So i changed the regulator out with one from an Integra LS and the pressure was still 28psi. So that ruled out the regulator being bad. I took it to a shop for an engine diagnostic test and they said that my engine was misfiring. My O2 sensor is not wokring properly, but I don't think that would cause the hestitation. ANy ideas?

Someone told me that it might be my fuel pump. Another person told me that me EGR valve might be dirty.
