I have a 1990 Civic Lx 4dr, my passenger seat belt just froze about half way but looks like it disengaged from the track, anyone know how to put back in the track or what is the correct way to fix this.

Also anyone know why a car wont go any faster than 70 in the freeway, I step on it all the way and no more power...
