Default help, no vtec, sputtering

i have a 91 crx converted obd1, stock p30 computer. lsvtec, blox type b cams, dc header, victor x manifold, jg throttle body. at a stand still, car revs to rev limit, while driving the car sputters, boggs, limits, at about 45-5000rpm. i unplugged the vtec solenoid and pressure switch and still it doesnt rev pass 45-5000. checked check engine codes, 41(unplugged o2 sensor), 17(unplugged vss), 21(vtec solenoid), 22(vtec pressure switch).
i would assume with the pressure switch and solenoid unplugged it would rev pass 45-5000 but it doesn't, the pressure switch is from a known good vehicle. any help is appreciated.
