Default head assembly - rocker and timing out of whack!! Need help!!!

b18a block w/ pr3 pistons
b18a head stock ('92)

Long story short, during head removal, in my haste of cleaning up my parts at the beginning I stuffed all of the rockers into the same bag. Now I have no ideal of which goes where. I have reassembled my engine and I am having difficulty setting timing. When timing is set TDC is looks good until you move the crank and then the both camsafts are really pushing against the rockers and causes camshafts to pop out.

There are indications on the rocker but I don't see the logic. This is what I have.
Idicator : QTY
"0" : 3
"T" : 4
"4" : 3
"2" : 4
"3" : 2

I've been to the junkyard and have looked at two other heads but they have different rocker indicator as well. Very confusing.... So adusting my valve clearance was my next step. Well, damn things was so hard to adjust. I couldn't even twist any w/ a 14mm wrench and a screwdriver. Another thought is that if the differences in clearance between intake and exhuast rocker are less than .002, why is my camsafts pushing up against my rockers so hard???

So, here are my questions:
1. Anyone know the order of rocker assembly according to my indicators?
2. Will having pr3 pistons play in difference in clearance?
3. What is the easiest way to adjust the rockers?

Any help would be greatly appreciated....

there is a quick fix to your bproblem... loosen all the valve adjusting nuts and then loosen the settings and you'll be fine.

after you install the cams... do a valve adjustment.
