Check the wire connections inside the distributor. Oh does the car run fine when the tach is dancing? If so check those connections and also make sure the blue wire at the distributor plug hasn't been taped into. skinned.

everytime ive seen the tach jumping around like its possessed, the cluster (tach) is usually bad.

I was going to say, every time I see the tach jumping like that it is the ignitor or icm in the distributor...

i once saw this problem it turned out to be the earth wire that goes onto the thermostat housing was loose.
