Sorta... The gear ratio is determined only by the # of teeth. Beyond that, the diameters determine the shaft spacing. The size & shape of the teeth just determines which gears are able to mesh with each other.
If you change diameter but keep the same # of teeth, that means the teeth HAVE to be bigger. Then they won't mesh with the other gear, so you have to make the other gear bigger to mate with it. That screws up the shaft spacing.

all you did was explain that the gear size is proportional. yes if you take a 1/4 scale version of eace gear it will have the same ratio. basically what you said is if you have a 4ft diameter gear and a 1ft diameter gear that it would have the same ratio as a 1ft diameter gear and a 3inch diameter

ok dude I am not going to argue with youI have actually manufactured gears at my uncle's machine shop and at one of my previous jobs (Getrag....the sole manufacturer of gears for Diamler Chrysler
)I have had to make/design gears to have a certain ratio within a certain space......and FYI the diameter if the teeth itself is not where you measure, it is where the teeth actually mesh is where you measure
I am not going to try to explain this to the unexperienced because there is a LOT and I mean a LOT more in gear design than I could explain without confusing the **** out of you because I am not very good at conveying points

I got a job at Getrag because my Uncle Paul used to be shop foreman at a custom tap and die company that used to do a lot of work for them. They did not rely on me because they had more experienced employees but I have been through the design process and manufacturing process. I quit because Getrag is a horrible company to work for and I am what you call a career student......I love new experiences and I love to learn. every year that I have been out of high school I have spent at least half of it in college (three years now).
