Default gas saving valve in gen2 integra?

I was reading this article http://www.g2ic.com/tegtips/engine/2.html and this link here that shows pictures of it http://www.imagestation.com/album/?id=4290340545
It says that by flipping this valve it will cut down on the gas consumption and only casue a little bit of lagging.

anyone ever tried this before? or know how/if this would work?

That is a check valve. its supposed to be there for a reason and face a certain
direction for a reason.

That textthat was there was not very informative and his gains could just be
from driving less. he did not even bother stating gas mileage figures.

It's a one-way valve. Allows air to flow one direction, not the other. All he does is turn it around.
