gas needle help

gas needle help
i just replaced my ls cluster with my gsr cluster from my totalled car and the gas needle keeps dropping to E.
ill remove the cluster and put it back to F and itll still drop to E
filled up full tank of gas and the needle wont move...
any comments/replies would be helpful thanks
