Default Fuel Pump not priming

Hello,
I have a 95 Honda Civic DX Coupe. Currently my fuel pump is not getting power in the On(II) position. I have checked all my fuses, and have replaced The Main Relay, Fuel Pump, Fuel Filter, Spark Plugs, and Starter. Using a Multi Meter I do not get power to the Fuel pump. Interesting thing is that I had this same issue a few weeks prior and took it to a mechanic who told me it was an issue with clutch. They did their repair and the car ran normal till today. It had a hard time starting in the morning but did eventually start, I drove it all the way to work (About 8 miles) without any issue, but when leaving work the car wouldn't start again. Any ideas or suggestions. I have read a few suggestions like jumping the main relay and replacing the wiring harness but I have not tried these yet. I'm hoping for more suggestions or ideas before I go any further. Thank you in advance.

Figured it out. I decided after running out of options to test all my fuses again. While tapping around in the hood fuse box my fuel pump kicked on. Issue lies in my hood fuse box.

I had this issue for '93 Civix LX sedan. Thought it was a fuel pump problem. No dice. Wish I did a thorough troubleshooting process before replacing but it is what it is. I should add before replacing I changed fuel filter and had a spare dizzy in. After fuel pump problem still persisted. Went ahead to check out the main relay. Bam. Blown to ****. Cool beans, no problem. 20$ on ebay but its dd so 60$ later stepping out of autozone the situation got better. Turned off in humid weather. Went in to check the ECU fried like a chicken wing. Replaced ECU runs like a dreams.
