Default Fuel pump issue

93 civic hatchback with a 255 pump. It will not prime and will not run. I have power going to and coming out of the main relay. The relay tests good. I have 11.8 volts going to the pump with the key ON. I replaced the pump with a new 255 and still it does not prime nor run. Any suggestions on where to look next?

Test the fuel pump ground wire for continuity to body ground. It may be bad.

got it figured out. Test light was very dim at that wire. Traced it down the line and noticed the ground was not hooked up at the chassis brace parallel to the drivers door. Must have forgotten to hook it up when i put my harness in. All good now. Thanks!!
