Default fuel pressure too high?

motor is jdm ITR with toda 12.3:1 pistons running on 91 octane. i'm using RC 550cc injectors and hondata s200. i've been tuned by 2 seperate tuners on a wide band, and each time i've come back the car returns to running rich. i'm wondering if my rich condition is from fuel pressure? i recently put a guage on, and when vaccuum is on i get 41psi, with no vaccuum i'm at 51psi. i'm thinking maybe this is too much for the 550's? is it possible for the fpr to go bad slowly and raise pressure? i notice when i turn my car off my pressure stays at 50 psi, when the car is not running. the fpr is stock from the R rail. also drivability seems to get worse as the car warms up.
thoughts?
