I'll just post the specs on the car and the issue at hand to make it easier to read, rather than a paragraph story.
98 civic cx hatch - 43k miles
Symptoms
sporadic - car stalls when slowing down with the clutch in (3 times this morning, not since, once yesterday, none for 3 days before)
car seems to idle low after driving (250-300)
car seems to idle fine from a cold start, but if i roll 10 ft back the idle drops
instead of stalling, sometimes the car surges and clicks... pulse click... pulse click... pulse click.. this seems to happen a finite number of times and it corrects itself.
Observations
From what i recall, have seen, this happens only with the ac on.
The car sat for four years - this was an issue before it sat and has neither worsened or improved - it's still the same sporadic issue.
What's been done recently.
Cleaned K&N filter which is on an AEM CAI - this mod was done before i bought it years ago.
Cleaned MAF may need to be replaced)
Changed plugs, wires, caps
Regular oil changes since purchase.
Inspection on belts and hoses was just completed by a mechanic and everything checked out.
This is driving me nuts - thanks for the help in advance.

perhaps I am in the wrong forum for this.. is there another forum for tech savvy honda owners? I'm 0/2 here and could use some help 

Car hasn't been swapped? See if the computer you are using is the correct one for your car. If it has been swapped check the plugs to the iacv and the map sensor and make sure they haven't been incorrectly switched.

There is a Idle Air Control sensor near the Throttle body of your civic. It is held on my two 12mm bolts. It has a 2 or 3 wire plug on it also.
You can try taking it off.. and cleaning it out. They get loaded up with carbon. Get some brake cleaner and a 12mm wrench and give it a shot. It seems to be a common thing.
Also. A vacuum hose may be off or leaking.. Spray brake clean around hoses and lines while the motor is running.. If the motor revs up when you spray a select area.. that is telling you there is a vaccum leak.. . Address it if you find anything.
