Default freshly built motor+emissions

hey heres my deal, im in the process of building my ls, shot peened rods, b16 pistons, balanced crank, fidanza flywheel, new rings, oil pump yada ya, but my tabs and registration is expired. so i have to take my car to get the smog test done, so my question is would i be able to pass smog with a freshly built motor w/ 2-3 miles on it? does the rings not being seated make a diffrance w/ emissions? because i dont want to drive around w/ expired tabs, i really would like to break it in first but i cant, oh and where can i get a tinner head gasket for a b18b? some thing to raise it up like .4 points? thanks

it should pass with a cat-converter on a driving test. but if they have to do an idle test on it with those crower 404 cams you have then forget it........dont bother......

oh yeah i forgot to mention that the 404's are staying out till i break in the motor, and after i pass smog, so you think i dont have to worry about the rings not being seated afecting my emissions? thanks
