Default freshly built ls vtec, way low compression

alright so have searched for the answer, but it doesn't seem like anyone has encountered this problem before.

so i just completely built a lsvtec

b18a block, running 11.5 compression pistons, crank was micropolished and checked
the b16 head was checked and only needed one valve replaced, i'm running gsr cams

the car has about 1500 or so miles, and i had it tuned at about 800 or so miles
and it only made 148

so did a compression test, and read almost exactly 127 in all cylinders
the car is also burning a considerable amount of oil, about a quart and a half in 600 miles or so but no smoke from exhaust, but i did notice smoke coming from oil filler cap and valve cover breather when hose was taken off

checked the cam timing, no problem there
double checked and adjusted my valves and they were almost perfect
then double checked the torque on the head bolts and still nothing

i'm going to do a leakdown test tomorrow, but i just wanted to see if you guys had any ideas

i noticed that when i turned the motor to do the valve adjustments i could feel a lot of compression building, but then i could feel it release somewhere, so i'm guessing it probably isn't the cylinders

any suggestions or ideas would be greatly appreciated

Sounds like the rings weren't seating correctly. Try a wet compression test and see if the #'s go up or not. A leak down would also indicate where a leak (if there is one) coming from.

i know it was running lean, cause i was using an ls ecu, but i stayed at or below 3k rpm in an attempt to avoid problems
