Default Flywheel Steped?

Here a picture of the wheel that came with the motor i bought

isn't there suppose to be steped(it rasies up where the clutch bolt to)?
looks like it machined off? why would someone want to do that?

I have another d16z6 fly wheel and the steped section is still there.
I know when you machine a flywheel they suppose to machine the step too but to an extent.

ya there is suppoed to be a step from the mateing surface of the disk to the ring surface of the flywheel.

it looks like someone mad a huge mistake in maching that wheel...........or i could be wrong?

why not just replace that one with another one?
