Default fluttering idle issue

my idle will spontaneously flutter between 1000 and 1500 rpm on random occasions.... otherwise it idles between 700-850. is this an indication of a faulty idle speed sensor or something else?

Make sure your throttle cable has SOME slack in it.

My car does this until it reaches operating temp then calms right down.
Watch you temp gauge.
