Default Fan problems

Man, i am still trouble shooting this coolant fan problem. The fan starts running
when the car ign. is turned to second position and also when the car is started.
Ok, so i start the car in the morning, so the coolant can't be hot yet - the fan is running. I unplug the thermo sw. connector from the sensor, and unplug the
fan timer unit under the dash, the fan is still on.
I know, the relay right. No, i checked the relay it is functional..
Am i missing something ? please any ideas,
