Default Failed smog test need help!!!!!

I failed the 15mph test but passed the 25mph test with EASE
wtf is going wrong?

heres what i didnt pass :HC (PPM) MAX:90 AVE:21 (me) MEASURE: 112
NO (PPM): MAX:711 AVE: 150 MEASURE: 873

now I have a brand new catalytic converter, o2 sensor, cleaned all sensors....
maybe its my evap? my intake manifold is slightly dirty so im going to take it off and clean it and seal off my hondata gasket with gasket maker.. cause it acts like it has a intake leak sometimes..... any advice?

dont use hondabond on your intake manifold gasket, just replace the gasket warm up the motor and then retorque it to the correct specs. just do a minor tune up on it...drive the car for about half an hour to an hour on the freeway...it'll get everything nice and hot

I went back to the smog station today and passed better then a hybrid

things i did from failing to passing: dropped timing to 13 degrees so the engine has a more complete burn at lower rpms.(i think that did the trick)

pulled out my denso IK20's and cleaned them with carb cleaner and my old toothbrush and regapped them all.

cleaned all connections from the dizzy to the sparkplugs, sometimes the inside of the plug wires get a coat of grease and dirt which can cause bad connections.

revin the **** out of it like a champ 4krpm the whole way.

this was all done in California.. Smog 2.. 94 4D GS-R chassis with a 98 US ITR swap
Mods: Ported JDM ITR 4-1 2.5", dynomax 2.5" catalytic converter, 2.5" kteller exhaust with borla race muffler, ITR AEM CAI, hondata IMG, bypassed all coolant lines, JDM P73-003 ECU

Everyone with B-series dont have EGR Valves (cept for auto LS's), so lowering your timing is very important with smog tests..
