Default failed smog please helpppp

hello, im trying to smog my car to get it back on the road again..
the car is a 1992 prelude si
the motor is h23 block with a 22 head
everything stock except for an AEM intake

havent changed the cat, or the o2 sensor...
everything else for the most part has been changed

on the way to the smog shop the car threw a random CEL.. i pulled over to check the code. i shut off the car to check the code and nothing popped up.. ghost code.. just my luck.. turned the car back on and the code was gone..

im so stumped as to how i can fail the 15mph tests but all of the 25mph passed.
any ideas? someone mentioned to me that maybe the timing is off...

The whole smog thing in cali is a biiiiiiiiiiiiitch. I just get my **** smogged under the table, but that's just me. If everything is stock then it probably is your timing. Is your idle ok? What kind of ecu are you running?

It says you have tampered emissions control devices. What is that about?

It also says your timing is at TDC? Check your timing!

Do you have the CARB sticker to go with the intake? Get one or put the stock unit back on!

Wiring has been modified? What wiring? Fix, or hide!

Get these fixed and try the test again and see.

i originally wanted to get it under the table but i thought id try to do it legit
idles fine and smooth.. running a obd1 p13

scott - the smog tech didnt believe the stock exhaust manifold was stock. he said it looks aftermarket and i need a carb sticker.. im gonna make sure i can find a heat shield before i go back...

the aem intake has a carb sticker as well

my fan switch hasnt been working lately so i jumped the plug with a paperclip and the dumb smog guy was trying to say i was modifying smog equipment.. i told him hes an idiot because its just my fan switch so my car doesnt overheat during the test and he had nothing to say after that

so i checked the timing.. the car has an aftermarket flywheel.. theres two tick marks one bigger then the other.. the big one i cant reach by turning the dizzy.. i advance the dizzy all the way and the big tick mark is still far off.. i can line up the little tick mark though and thats where i had it set to. car runs smooth so im not sure whats the next step.. im thinking o2 sensor then try to retest again

I would go to another smog station. This tech is a dumba55!!!

Fan switch has nothing to do with emissions equipment, Strike 1
Timing at TDC, strike 2 I guess he think's it's a Chevy or something.
Exhaust manifold, strike 3 he's out. You would not believe how much this ****'s me off.
ARRRRRRRRRRRRRRRRRGGGGGGGGGGGGGGGGGGGGGGGGGGGGGGG

So the pulley, The little tick is your advance mark and the big tick is TDC mark. You have it correct.

Tape up the fan jumper so you don't see it. Just so the next tech doesn't have a problem.

If you are at the correct timing (yes)and a stock manifold (yes) I would lean toward the 02 sensor too. Going by the 02 numbers I feel the cat is OK.
Make sure you don't have any exhaust leaks before the cat also.
Make sure he run's a fan infront of the car too.

Please don't give another penny to this this this %#$@*&%
