Default Failed Emissions in Virginia....

So my dad gets this car from his freind and decides to buy it. (1993 Honda Accord EX Auto) He gets the emissions done and he fails the NO ppm. The limit is 838 and reading is 1446 for 15mph. He passes the 25mph barely limit:759, reading:759. So what do i need to do to fix this to make it pass??? My fellow Machanic said to get a full tune up and it should fix it. Is that true?? Any info will help. Thanks

Try replacing the EGR valve. Should drop the NOx down a bunch, due to the original likely sticking closed.
