Failed CA smog..high nox..need help

Failed CA smog..high nox..need help
I also failed on ignition timing which was 14btdc
CO2% o2% HC CO NO
15mph 13.7 .75 max134 meas43 max.82 meas .25 max847 meas1122
25mph 13.8 .72 max108 meas34 max.71 meas .09 max786 meas970
I went home and set the ignition timing back to stock spec (18btdc) and got 1 step colder spark plugs. When I went back to the smog place for my free retest the guy told me it's not gonna help and urged me to get a diagnostic. Should I just get the retest done anyways? He lost credibility when he told me timing doesnt effect nox.
